I did a search on Google for instances where a single complaint from some generic soccor mom resulted in action being taken, and I came up with the following headline.

Broadcast indecency was the story of the year, I wrote earlier this week on TV Barn. Now, the latest evidence that the FCC is out of control: It has fined Entercom Communications Corp., the largest radio group in Kansas City, $220,000 for broadcasts of a morning show that aired two and a half years ago. Entercom says the fines were based on a single complaint.
Also, a single complaint resulted in all references to cigarettes and smoking being taken out of The Flintstones and other such cartoons like Tom and Jerry despite us having no problem with them for probably 40 or 50 years. Ironically, The Flintstones were sponsored by cigarette companies in the past which kept it on the air no doubt. And one ep where Tom tried to smoke Jerry out of his hole just made him turn green with sickness (Which kept me from smoking all these years XD).
Hell, I once looked up some episodes of Cow and Chicken, and the pilot episode doesn't get aired because it involved cigarettes. Specifically, The Red Guy dragging Chicken down to Hell and burning him in the flames because Chicken accepted a cigarette from him. XD
