They can't, can they? It'll get shot down though, the constitution prohibits excessive punishment and fines. I mean, if you buy something at a yard sale, and it blows up, kills your kids, and rapes your wife, that's your problem, not anyone elses.

They need to do something constructive for a change.

How many kids are killed riding a bike each year - should we outlaw bikes too! When ever GOVCO wants to pass a law all they have to do is simply insert "children", into the language.
